How I filed a political party dossier three times
I am Ionel Nistor, also known as Nistor Ionel. I live in the United Kingdom and work as an HGV driver. In parallel I went, first-hand, through the constitution of a political organisation in Romania. I do not call myself a lawyer. I do know how to put a complete set of documents on the table, because I have done it three times: once for UNIT and twice for Alianta Strategie pentru Romania (ASR).
Where it started: CDU, as IT, not as a paid role
I was invited into a project that was meant to become CDU. My role was technical: I built the website. I was not paid. I was promised a function in the party. After a while the leadership at the time started asking for money on grounds that, for me and for those around me, were not about running the organisation. We concluded the money was not for the party. I left, together with a large group.
The domain partidulcdu.ro still exists as a clarification page, not as an official site. This is not a courtroom. It is why I closed that chapter and moved on.
UNIT: a delayed filing and a name taken by another group
Together with Dumitru Barsan and other members we tried to constitute an organisation under the name UNIT. We prepared the dossier. Filing at court was delayed for months because of the lawyer. In that interval another group finished its own procedures under a similar name and got there first. Our project, in that form, stopped.
The domain partidulunit.ro remained for public clarification, not as representation of another party. It is not a war communique. It is a note: if the dossier does not go in on time, the name does not wait.
ASR: rejected, then accepted
Then we worked on ASR. There were other obstacles. A first dossier was rejected. We rebuilt the documents and filed again. In the end the organisation was accepted. For me that means three dossiers filed in person: UNIT once, ASR twice.
The legal frame is Law no. 14/2003 on political parties. I do not lecture it. I mention it because that is where the papers start: statute, programme, lists, signatures, application, evidence. Each rejection shows the gap, not the theory.
What I can help with, and what I cannot
If someone wants to constitute a party and needs help drafting the document set, I can help. Help means order, a model, checking that an annex is missing — not court representation and not legal advice. For that there is a lawyer. I bring the experience of three dossiers, plus the discipline of daily work: deadlines, lists, pieces that have to fit.
ionelnistor.ro is my personal site. This article does not collect memberships and is not an ASR communique. The party website is partidulasr.ro. If you want to write to me about documents, use the contact page.
